The Position
We are actively seeking a Facilities Operations and Maintenance Supervisor. The Office of Management and Finance (OMF)-Facilities Services is an office that is housed in the Division of Asset Management (DAM), which is under the Deputy Chief Administrator’s Office. OMF-Facilities Services manages over 4 million square feet of City owned assets valued at over $724 million with an annual operating budget of over $30 million dollars.
The organization provides facility operations and maintenance services, capital project development and management services, and property management and leasing services for City bureaus. Under the general direction of the Facilities Operations and Maintenance Manager, the Facilities Operations and Maintenance Supervisor is responsible for all operations and maintenance functions for an assigned portfolio, including the management of building systems and services such as building maintenance, HVAC, and janitorial. The Facilities Operations and Maintenance Supervisor supervises assigned staff to ensure that work is effectively completed with necessary resources, performed in a safe manner and to established expectations, and addresses performance issues. In addition, this position works with service providers to ensure the contracted scope of work is completed on time, according to prescribed service levels, and in compliance with federal, state, and local laws, codes, regulations, and policies. The Facilities Operations and Maintenance Supervisor meets regularly with tenants, customers, and other stakeholders to build collaborative relationships to better understand their needs and explain Facilities Services scope of work. The Facilities Operations and Maintenance Supervisor will function as an internal advocate for both the facilities and customers in their portfolio.

- Experience or training in best management practices and strategies that support a culture of continuous process improvement
- Experience or training in maintenance management theory, planning & scheduling, KPI development, analysis and measurements
- Experience providing work direction and supervision to employees represented by a collective bargaining agreement

COVID-19 Vaccine Requirement

Work Location
Currently, many positions with the City of Portland are being performed remotely due to COVID. In the future, current positions classified as “full-time remote” will: 1) become a remote/onsite mix or 2) revert to full-time at a city work location.
To Qualify
A competitive candidate for the Facilities Operations and Maintenance Supervisor (Coordinator III) position will possess the following qualifications/competencies. - Knowledge of facilities operations and maintenance, budgeting, and project management.
- Knowledge of project, contract, and budget management.
- Knowledge of supervisory principles and best practices.
- Ability to communicate effectively, both verbally and in writing; present information, reports and recommendations clearly and timely to both internal and external stakeholders.
- Ability to establish and maintain effective working relationships with a diverse workforce, Bureau/Office staff, the public, and others encountered in the course of work.
- Three to five years facilities operations and maintenance experience.
The preferred qualifications for this position are below:
- 7+ years facilities operations and maintenance experience.
- Demonstrated ability to provide exceptional customer service to a broad range of stakeholders.
- Experience or training in best management practices and strategies that support a culture of continuous process improvement.
- Experience or training in maintenance management theory, planning & scheduling, KPI development, analysis and measurements.
- Experience providing work direction and supervision to employees represented by a collective bargaining agreement
